Networking probs

I have been 'assigned' to take care of some of our networking issues and know
only a little bit about them.
We have our network setup with a Win 2000 Pro Server and then, what I would
consider to be just peer to peer. Some Win 95, some Win98, and a couple of
WinXP.
The server has a static IP and then (and this is how it was when I took it
over) two other PC's on the network are assigned static IP's. All the rest
(and we're talking 47 more PC's) are DHCP.
Some of them see the server on the network and some don't. they seem to
'split up' into a bunch of little networks. When I check the IP addresses the
results are inconsistent to say the least. Some are 20X.10Y.4Z.XYZ (the
letters being undisclosed numbers) and some are 15X.19Y.18Z.XYZ. Even some of
the client PC's that have an IP in the same range of the server (i.e. Say the
server is 20X.10Y.4Z.XYZ and the client is 20X.10Y.4Z.XYV) STILL don't see
the server!!! It's driving me crazy! Should I eliminate the two other PC's
that have static IP's? Are they 'dishing out' DHCP IP's and causing the
trouble? When I try those two on DHCP they don't get anything though (no
network visibility OR internet).
I can't seem to get results from 'Releasing' the IP's either. I tried to
shut down the WHOLE shootin match and bringin it back up again. Did the same
thing!
There is a Cisco Router with a T1 involved in this mess also.

Windows 2000 Pro is not a Server and cannot be used as a Server to much of
an extent. It only allows only 10 connections at one time,..no it is not
adjustable.

The IP scheme appears to be utter "maddness"! Those are not RFC Private
addresses but are actual Public IP#s,...If you actually own them (assigned
from ISP) then fine [sort of], but if they were arbitrarily choosen you are
in for trouble.

This size of a system should be running an AD Domain and should be properly
designed with RFC Private Addresses on the private side of the network.

***I really don't see how someone who knows "only a little bit about them"
would accomplish this properly.*** I think you are way over your head.
