Networking problem between XP and 98

i currently have a network running that involves three
computers, two of which are running XP and one is running
98, so far i can get the one XP machine to see the 98
machine but the other Xp machine cannot see the other two
machines, but in DOS you can ping yourself and the other
two machines, i have tested other network cards and cables
but the problem still continues. Does nybody have a
solution to this problem that i am having. The one xp
machine has an isdn modem card in it and windows detects
it as a network adapter could this be the problem?

1. Permanently disable XP's built-in Internet Connection Firewall on
local area network connections -- it's for use only on a direct modem
connection to the Internet. Disable and un-install all other
firewalls while troubleshooting. Details here:

2. Use only one protocol for File and Printer Sharing. If the network
needs more than one protocol, unbind File and Printer Sharing from all
but one of them. Details here:

3. Make sure that NetBIOS over TCP/IP is enabled on all computers.
