Networking over ISP

My friend and I use the same ISP. We want to use the ISP
(the service) as a LAN. Both computers have Windows XP
installed. I've asked the tech support from the ISP and
they said that is possible but they can't tell me how to
do it. I think that was just "dumb" but I can't extract
information from them, so I'm asking you. I've tried to
add a network place with the other computers' IP, but the
transfer is just too slow (maybe less than 1Mb/s).

I'll appreciate mostly any ideas. Thanks.

Also, your transfer may be slower than you expect. Your
limiting factor is going to be the slowest speed between
you and your friend. Let's say both of you have cable
modems. Most cable modems have either 3Mbps or 1.5 Mbps
download, but only 256 kbps upload.

When you transfer something from your friend, your friend
can only send it to you at the upload speed, or 256 kbps
(roughly 30 KB/sec).

Likewise, when your friend transfers something from you,
you can only send it at your upload speed, the same 256
kbps (30 KB) per second.

It may even be slower depending on how much other traffic
there is between you and your friend.
