networking hangup

Ok, I am trying to connect a computer to an in-school network. I have installed all the programs and they work fine under the administrator username. However, I put all the icons I needed into the "All Users" folder so they would show up on the other names. Once I log on a different name...the shortcuts cannot be found and nothing runs...what is going on here?
 
When you installed the programs as administrator, did you give access rights to the other users?
