networking (apparently) error

Good morning:
Recently, after several years of faithful service, and
after an apparent loss of power at the house, my wife's
computer, an HP Pavilion, was unable to connect to the
internet.
I have gone through the normal troubleshooting steps
including restarting the machine, restarting the cable
modem and the router.
We are running windows 2000 pro. When we run
ipconfig /renew I get the following error:
The following error occured when renewing the adapter
local area connection 2: unexpected network failure or
insufficient access;
I have been through the MS support area but do not find a
match for this message.
I have purchased and installed a new nic and get the same
message and same results.
The card shows up and windows says it is working fine.
Any ideas as to what is going on here?

try to assign static ip first. does it work?

Have you checked your router's setup to make sure the settings didn't
get wiped out somehow?

Also, have you tried connecting the modem directly to your computer's
NIC, bypassing the router? With the cable setups I've seen, no
additional configuration is needed on the client computer, so you
could try doing that and trying the renew again.

Do you have an extra network cable you could swap in?
