networking and the Internet

I have a USB DSL modem and want to network to have
another machine and have Internet without static ip
addresses. Can I use a router? Do you suggest me getting
a router, or something else?
 
You can add a second Network card to your PC which is connected to the
Internet.

Put a switch behind the second PC and attach the second PC to it

[ Internet ] ---- [USB modem]---[PC]----[switch]-----[second PC]

The best way would be to buy a router either wired or
wireless and set it up to have the DHCP server in the
router to hand out address to your network. Then you will
be able to set share out you internet conection to all
you computers. Wireless is the best if you dont want to
run wires.
 
In this case he has a USB Modem, most routers (wired / wireless) generally
don't have a USB upstream interface to an external modem. He would need to
leverage the PC to be multihomed and running ICS to get he same desired
result.
