Networking and ICS with only 2 computers one on xp and another on 98

I have a desktop computer running windows xp and its has a 10/100 network card installed and i have a cable internet connection via a usb motorola surfboard modem. The laptop has an inbuilt 10/100 network card as well. I have only these 2 computers and i have bought a cross over network cable to ensure they would work. The connection on the desktop is active but after i ran home and office networking wizard and installed the networking software nothing appears to be working.When i click on my network places etc on both computers it just shows the files that are being shared by the current computer im on and nothing else.i tried pinging with windows troubleshooter and im not getting the laptops ip adress at all so there must be some hardware fault on the laptop computer but i cannot seem to find out what.Is there anything more i can do to fix this or software updates or patches which might help overcome this problem

You must enable XP's Internet Connection Firewall on the USB
connection to the cable modem to protect your computers from Internet
hackers.

You must NOT enable XP's Internet Connection Firewall on the local
area network connection between the computers. If it's enabled on
that connection, it will block file sharing.

Can the laptop access the Internet?

If it can, the network hardware is working, and the problem is
probably that a firewall program is blocking file sharing between the
computers. Un-install ZoneAlarm, Norton Internet Security, etc while
troubleshooting.

If it can't, make sure that ICS is set up properly:

1. Set up the desktop as an ICS host as shown here:
