networking and ICS - unique problem

I've read and read about all this crap and nothing seems
to work. I've tried the simple wizards, but they never
work. My problem: I have Direcway DSL for my internet
connection. It connects through USB into a machine
running XP. That machine is the host on a home network I
have set up with two client computers. One is another XP
and the other is running 98. The network it self works,
because I can put files into a shared folder and retrive
them on another machine. The problem is the Internet
won't work on my other XP machine. How do I make it
work? I have ICS enabled, and I've tried checking
everything to obtain it all, I've tried manually putting
in all the TCP/IP DNS crap, and it won't work. Maybe I'm
not putting the right numbers in or something. Any help
would be greatly appreciated. The most confusing part
about this is it worked fine until I installed The Sims
Online. As soon as I did, it quit working on that
machine. Another confusing aspect is that I previously
had TSO installed and it all worked great. Then I decided
to format the client XP machine and the host machine, and
since nothing has really been working all that great.
