Is it possible to use scanner directly connected to
another computer on the same network. How another
computer on a network can use it as TWAIN device?

This depends on the driver for the scanner. If the driver has provision for
networking then it will work and usually this driver would have to be
installed on each machine that is going to use the scanner, otherwise, no.
 
A scanner is not normally a networkable device. There are some networkable
scanners... Epson make some very nice ones which start around $3,000.
Therefore for the average user, it's usually much cheaper to purchase a $50
to $100 scanner for each PC that needs one.

Actually, Cari may not be aware of this but HP makes some nice, cheap
multifunction machines that can be had for under $400.00 and less. HP 6110
can be purchased for about $265.00. With this particular model you can use
all features of it on network including the doublesided multipage scanner.
Since this printer does not come with a build in network car, you need to
spend additional $130+. But it still comes for around $400.00 total price.
