What recommendation would you have for a document scanner, with an ADF,
that can plug directly into an ethernet (Windows) network?

I think you would be better off with Remote Scan software.

Network scanners can be very expensive. With Remote Scan, you install
the scanner on one system and then the RS software on that system (as a
server) and on up to 5 other systems (you can buy more users).

Then they can access the scanner from their PC.

It allows you to scan as if you did from your desktop, ie you can pull
the documents to where you want it to be. Most network scanners push
the document to some place (email, fax, file server, etc...).

I looked into that software, but it seamed like very similar to the HP
All-in-one Scanner/Printer/Fax product's software. My client has had
numerous issues with the all-in-one and it's software so they wanted to
go with something different. I suggested that they trade in their
current office (large scale) copier for a new one that supports
networks so they can use it for printing and scanning. The $15,000
price tag made them flinch a little and now I am doing research to find
other options.

I don't blame them flinching. The software is a rip off. Fuji Xerox make a
flatbed scanner with an Ethernet interface. Seeing as the whole A3 size
colour copier/printer/fax this scanner is most often sold with sells for
under $12000 it is highly unlikely that the scanner alone is more than a
grand or two. An A4 version may also exist which is likely to be cheaper
again.
