network utilization slow

Can anyone tell me why my network utilization tab in task
manager nevers goes over 5%? Details:
Win XP home ed
366 Celeron running at 460
Netgear FA311
DSL autosensed at 10Mbps

Is it a hardware or software prob?

How fast is your DSL? If it is 512 Kb/s on the DSL side of the
modem, then it will peak at 5.12% of 10 Mb/s on the LAN side.
