Network Throttling

Does anybody have a good idea on how to throttle bandwidth to a certain
program? I am trying to push out some SAV updates over a slow link and
it is eating up all our bandwidth. I will be able to isolate the
bandwidth to originating fom a single server and the outgoing port(s)
(It uses windows sharing for file transfers, 2 TCP and 2 UDP ports). I
have looked all over the forums for information on this but can only
find people trying to stop PnP users or other people trying to get
around network admins for their PnP programs. Any suggestions would be
appreciated.
 
I don't know of any way to do this in software, at least not Windows free
software. Big expensive multi-layer, application aware switches are used for
that sort of thing.
