Just spent a couple of hours figuring this one out so I thought I'd share it
with you.
A Friend was using the 'switch user' function of XP and found the following
strange symptom.
login as user1 - access the network - works fine
switch to user2
switch back to user1 - try to access the network, nothing works
Even trying to connect to a local service which we could see was listening,
it would just get 'connection refused' at the network level.
Tracked it down to the fact that user2 had zoneAlarm. If user2 is logged on
but is not the active user, zoneAlarm is still running and still blocks all
traffic, but no dialogs appear because the desktop is owned by user1. In the
first case, user2 had not logged in yet so ZA not running
