Network Setup Wizard won't run in XP

I am working on an IBM NetVista machine with XP
installed. Trying to connect to a campus network. It has
an onboard Intel card. Tried to configure for the network
(give computer identity and workgroup name) and went to
add a network location so the wizard comes up. Tell it I
want to setup for a home or small office network and click
finish. It tells me it will launch the network setup
wizard but it never comes up. Tried to manually launch
via Programs>Accessories>Communications>Network Setup
Wizard but still won't open. Tried installing a PCI card,
driver installs no problem but still can't get to setup
the network so it doesn't work. I want to reinstall OS
but it has an instrument interface card that I don't have
the drivers for anymore so I can't. I have uninstalled
and reinstalled the network services from the add new
hardware. Any ideas?

PS It is a 1.8 P4 with 256 RAM.
 
Solved this myself, finally. If anyone's interested, the
Network Connections services actually was disabled for
some reason so manually started that up (via right-click
on my computer>Manage>Services>Services>Network
Connections then was able to access LAN properties.
