Network Setup Wizard Won't Open

Hello,

I am having a problem getting the Network Setup Wizard to open when I double
click the icon. Infact, I can't get it to open anyway I go about doing it.
This happend to me before, so I formatted my hard drive and started over.
After reinstalling windows I tried to open the Network Setup Wizard and it
worked. Now after I have installed a few programs and finally got my PC back
to the state it was previously at, I can't get the Network Setup Wizard to
open again. It shows the hour glass for about a second and then does
nothing. I am not very good with networking, so I need all the help I can
get. Any ideas would be very appreciated! Thanks in advance.
