Network Setup Wizard will not Start

When I try and open the network setup wizard nothing happens. I tried
Start -> Run : netsetup.exe, that gave me the "Welcome to the setup
wizard..." proceeded to install some files and then nothing happened.

Am I going to have to re-install windows xp to fix this problem or is there
something else I can try first?

First make sure that your Network Connections Service and Remote Access
Connection Manager services are running. If they are then compare the LAN
connections in the connections folder with the Network Adapter drivers in
device manager. If there is a Network Adapter driver that doesn't have a
corresponding connection in the connections folder then try reinstalling it.
 
I checked both the Network Connections service and the Remote Access
Connection manager, they each say they are started. However, I'm not sure
what you mean when you say to check the LAN connections and compare them
with the Network drivers.

Run "ncpa.cpl" and "devmgmt.msc" and hopefully you will see what I mean.
