Network Setup Wizard doesnt work

Can anyone help me with this problem? I have XP
professional. I go into network connections and try the
setup home or small office network button but it doesnt
work. Also start/accessories/communications/Network Setup
wizard doesn't work either. The icon in my taskbar that
shows the internet connection ("zero configure tool?)
does not display. WHat the hay is going on? is something
wrong with my OS, or is it a quick fix? thanks!
 
I'll bet your network connections folder is also empty, here's help for that

First make sure that your Network Connections Service and Remote Access
Connection Manager services are running. If they are then compare the LAN
connections in the connections folder with the Network Adapter drivers in
device manager. If there is a Network Adapter driver that doesn't have a
corresponding connection in the connections folder then try reinstalling it.
