I would like to create a DHCP scope so I can provide a
range of IP addresses on the network and restrict what I
don't want to be leased on the local area network. Does
anybody know any third party utility or perhaps something
in XP that has this option? I'm running XP Pro.

If you look in your help file it explains about the netsh command and that
it can't be used in local mode with windows xp. I don't know if that means
you CAN use it remotely.
You should also be able to obtain freeware dhcp server software on the www
if you search around, we used to use one but I can't remember what it was
called.
