Network properties set by a profile?

I have a situation where I have a user with a laptop. This user travels
primarily between two locations. When he is at my location he puts his
laptop in the dock, and I would like it to have a static IP address. When
the laptop is out of the dock I would like the network adapter to use DHCP
to obtain an IP address automatically. I had heard that Win XP could do
this, but I haven't been able to find any reference to it. I've already
tried to implement it through a hardware profile, but that didn't work. Any
ideas?
