network properities permisions

Running win2k server as AD and DNS all the Laptops [17users] need to modify
the TCP settings for off site use and off site use. Example: "Obtain DNS
server address automatically" when off-site and "Use the following DNS
server addresses" when on site.

Can someone point me to the correct GP settings will allow a domain user
this right. I've been trying different policies without any positive
result. I don't want to provide admin rights to these laptop users.

I also tried setting up a different hardware profile...it seems the hardware
profile doesn't apply to the network settings.
