Network Problems

I have a windows xp pro machine which is connected to a
domain. When the machine has booted up and I press
CTRL+ALT+DEL it gives me a error message that it cannot
find my roaming profile. But, if i leave the
CTRL+ALT+DEL screen for a further 15 secs it'll log me
onto the network fine.

It's like the network settings are still loading, while
the CTRL+ALT+DEL screen appears.

Any ideas?

i don't have the option C

Computer Configuration\Administrative
Templates\System\Logon: Always wait for the network at
computer startup and logon

is there a adm i need to install.
