Network printer installed by itself adn cannot be removed

We have a PC running Windows 2000 on a domain. I used to have a network printer installed and now I removed it, but for some reason every time I reboot, the printer is back there. When I try to remove it I get the message: "Operation could not be completed" and it won't go. The only way I found out to remove it each time is to unplug the network cable, remove the printer, and plug it back in. Does anyone know how to permanently stop that network printer from connecting everytime? Thanks.
 
It sounds to me like you are having trouble with your
profile. You should try to get a new profile.

you cant remove a printer if there is a print in the que.
Double click on the printer and delete the que if there is
one.

The printer was probably installed by Universal Plug and Play. In a
corporate setting, the UPNP service should be turned off on all your PCs.
(It's on by default)
