Network logon as restricted user is not working

We have a small network of three Win2000 Pro machines, all with current updates, equally configured. We have created the same (three) usernames on each of the machines. Each of us logs on his local machine with his own username, passwords are blank. The PCs are connected through a local router, no server exists. Here is my problem
When a user is a member of the Administrators group on both the local and the host computer, (s)he can access the drives on the host computer with no problems. If the user is restricted on either the local machine or the host computer (or both), (s)he will get an error message that the username and password don't match when trying to log on and look into a network drive.
Naturally we would like to have all users working as restricted users. Does anyone have any ideas as to what we made wrong? Thanks very much for any feedback

Do you mean that all three users account are in same name and same password?
If yes, check the shared folders sharing permission and security.

On each machine there are three local user accounts. Their usernames are spelled exactly the same on all three machines. All passwords are left blank. If a certain user is made a member of the Administrators group on both the machine where he is logged on locally AND the machine to where he wants to get access to via the network, then everything works fine. If on either machine he has no administrative rights (i.e. restricted user), and he tries to connect to a network drive, then access is denied (password doesn't match or username does not exist). All drives on all machines allow "everybody" "full control", as well as "write", "execute", etc. rights

I forgot to mention that our network is a workgroup, not a domain

I'm baffled, however, I admit that I'm not that proficient with Windows 2000 when it comes to Networking. Thanks again for any hints
