Network load is slow

What can cause the local network to slow down it used to
be pretty quick but then it slowed way down I am using a
home network on workgroup setting on Home Edition

Do you have Kaspersky antivirus installed? If so, this behavior can occur if
Kaspersky antivirus program is installed. You may experience extreme
slowdown.

No I use AVG Antivirus and this program has not or at
least have not noticed it affecting the network.
I have had this problem off and on when setting up other
systems also on this network were some come up fast and
others are very slow.
