Network Connections folder empty

I have been trying to view my network connections to be
able to edit a setting for my internal wireless card. When
I go to network connections, there is nothing there. I
create new connections and they just don't show up. When I
click View-Refresh, it says that I need to have the
network connections service running, but it is running.
I've disable and enabled again, rebooted, etc. but
nothing. When I go to System-Device Manager, I see the 4
different things I have under Network Adapters - from 1394
to my wireless card. If I could modify settings here that
would be great, but you can only view the settings. I have
no network icon in my system tray to edit anything.

I'm at a complete loss. I've downloaded all of the latest
windows updates, uninstalled the wireless card, installed
new network cards, etc. - thinking this may knock
something in place.

Any ideas?
 
First make sure your Remote Access Connection Manager service is running.

If so, then one of your NICS is probably failing to enumerate correctly.
For some reason this often seems to be a 1394 NIC, delete it in device
manager, reboot, and let XP redetect. If it still doesn't work try
repeating with your other NICs.

You might want to try uninstalling all network adapters and modems
in Device Manager and rebooting and have them redetect / reinstall.
