Network Connections Error

Whenever I try to enable ICS on my dial-up connector I get
this:

Cannot enable shared access.

Error 1061:Cannot complete this function.

Also I get "1003" Instead of "1061" more times if I try
again. I don't know what's going on...

Please help... Thanks...

Can you post the results of typing "sc queryex sharedaccess" at a command
line?
 
Ok. It says:

This says it was never started. Can you try enabling ICS, get the error,
and do the sc queryex again?
