Network Connection Wizard

When using the Network Connection Wizard, after choosing
"connect to the network at my workplace" and the Next,
the choices of Dial-up Connection and Virtual Private
Network Connection are disabled and neither can be chosen.

Can anyone help me figure out why this is happening?
