network configuration

hello,
I set up a DNS server. I configure a public static IP in the TCP/IP
properties
windows (etc xx.xx.xx.xx)first question, what subnet mask should I use
and what for default gateway IP? These settings apply to network card. so
where to plug the network cable, to a router or to a LAN with internet
connection? ( I try to ping the DNS server from LAN but without any
response, the server is not appear on the network)
