Network Configuration Operators

I have a Win2000 Active Directory with a single domain.
In the Builtin folder, is there supposed to be a "Network
Configuration Operators" group? There is not one on my
domain.

Network Configuration Operators group is a local Built-in group in Windows
XP/2003. Users belonging to this group can modify Network settings. This
group is not present on Windows 2000 systems .
