Network Card Properties / Shell Crash

Hello,

I am unable to view the properties of a network card in Network and Dial-up
Connections. Anytime I go to view properties on a connection all of the
windows close and explorer restarts.

There is an error in the eventlog:
Event Type: Information
Event Source: Winlogon
Event Category: None
Event ID: 1002
Date: 2/22/2006
Time: 11:00:12 AM
User: N/A
Computer: SCMCF-TS
Description:
The shell stopped unexpectedly and Explorer.exe was restarted.

This is a 2000 server with SP4 and all updates are current. I have been
aware of this issue for a while, but was most likely around before I started
working at this organization.

Any thoughts or insights would be nice. Does anybody know what actually
happens when the properties are brought up? Service or DLL called?
