Network card install problem

I've got a dell dimension XPS T550 running XP pro. It
has a smc 10 mbs card installed in it that connects by
ethernet to my dsl modem and works fine. I wanted to
upgrade to a 10/100 so I got a belkin realtek F5D5000. I
put the card in and it installs ok. The system shows
that the ethernet card is plugged in and working, but it
shows as inactive and no connection to my dsl modem.
Pulled the new card, went back to the old one, and the
old card wouldn't work. I did a system restore and got
the old card to work.

I left my old card in and tried to install the new card
with it. It shows install ok but same problem as above.
Shut system off, reconnect to the old card and it doesn't
work. Both cards show when the ethernet cable is plugged
in or unplugged, but no activity to the modem

Took new card out, restored, and the old card works fine.

Any suggestions?
 
Tried a different card and had the same problem.
Existing card is ISA, two new cards I tried were PCI.
Thoughts?
