Network Cable Unplugged

Im running a 2 computers running windows xp using a
phoneline network. On a good day if im lucky I can get
everything to work just fine. I can share internet and
files and printers between both computers. The problem
occurs when i shutdown or restart one of the 2 computers.
I can no longer establish a link between the 2. Both
computers says theres a network cable disconnected. Most
of the time even after restarted both computers muliple
times I still wont have a link between the 2. I dont know
how to fix or what to do. Any help would be greatly
appreciated.

Instead of restarting both computers, try simply disabling and then
enabling their network connections.
