network cable unplug

Dear all,

In windows 2000 or 2003 server, when I disconnect the network cable the
network interface will be disappear from "ipconfig" output. But one of my
application will get trouble if the network interface disapper. Or at least I
need a loopback interface

I've seen a doc from microsoft that we can modify registry to enable the
network interface even network cable is unplug but I can't find it right now.

If you know that doc, would you please send me the link,
