network cable is unpluggeed?????

I'll try to explain this as clearly and quickly as possible.

My Ethernet card was blown out by a lightning strike. I replaced the card
with the same identical one. when I try to connect to my cable ISP
(Roadrunner) I get an error message saying a network cable is unplugged.
I've tried a new cable, reversed the ends, etc. When I check, I find that
the card is working properly, but when I click on "network" in control
panel - the local area connection icon has a big red x on it. . Roadrunner
said it wasn't their problem so couldn't/wouldn't help me. I did find that
Client for MS Networks was missing but I installed it and it still doesn't
work. Any ideas would be appreciate.

What does the network card connect to? Are you sure that the cable
modem, broadband router, hub, or whatever survived the lightning
strike?

Try un-installing the network card in Device Manager and moving it to
a different slot.
