Network bandwidth slowed to 10Mb

I have an issue with a workstation where the network cable was pulled from
the point in the wall. I had it repaired as well as had all cables tested
going back to the switch as well as the point to the PC.
For some reason, it will only run at 10Mb. I have replaced the NIC to see if
that would help but it has not.
Can anyone please tell me what else i could look at?

Specs: Windows 2000, Office 2000, running SBS 2000.

This type of problem happens with marginal network cabling,
e.g. with a cable whose wires are incorrectly used. With
CAT5 it is essential that the correct colours are terminated
on the correct pins. If you switch them about then you may
satisfy a static test (e.g. a test with a multimeter) but you
will get very poor dynamic performance.
 
At what speed is it supposed to run? If you plug this computer into a
different port using different cables does it run at the expected speed?

Is there a hub on your local segment? A hub will slow the entire segment to half duplex so if there is swap it out with a simple switch
