network and dial-up connections folder icons missing

I have a server running 2000 advance server. Recently I
right clicked on network places and took properties. It
took me to network and dial-up connections and there was
absolutely nothing in it, 0 items. It shows like microsoft
knowledge base article 269019 with the exception, no even
is "Make New Connection" is there, everything is missing.

Help!!!!

Have a look at 329050 troubleshooting missing network and dial-up
connections items and 254631 some network and dial-up connections icons may
be missing.
