Network access quarantine control queries

A few questions:
Does it work with ipsec vpns?

Are there any better scripts out there (than example Microsoft script using
only Etrust) that look for a number of Anti virus solutions and lets you in
if one is installed and ok

Since rqs and rqs don't use security and the guide says it can be tampered
with, is this solution sensible. You could argue that they can only create
a vpn connection if they have an installed certificate so they must be good
guys in any case. Sounds a bit weak to me...
