Is there any log in Windows 2000 or XP that shows Network access, shares,
users, which files where opened, when etc? MMC Shared Folders only shows
what's happening at a certain moment in time.
What about Windows 95. Does NetWatcher keeps any logs anywhere?

You have to turn on auditing and audit the particular target resource. The
results will show in the Event Log under Security. Research "Auditing" for
Shares and File System Access for details. I can't put that much in an
email.

You can't log everything,...there are too many millions of things happening
in the OS,...there wouldn't be a logging system robust enough to handle it
and no harddrive big enough to hold the results.
