Netscape and windows controls

Hi.

The article found at
(http://msdn.microsoft.com/msdnmag/issues/02/01/UserCtrl/default.aspx)
teaches that hosting windows controls in a web page is a responsibility
of IE. Can any version of Netscape or other browsers, hosts this kind of
control?
