Not necessary to download. Start -> Run ... -> then type in the command
"conf". I assume that since it's a product Microsoft has phased out
(bad), they did indeed include with XP (good), but didn't provide an
icon on the menus. Or they just forgot.

I think they want you to use Messenger now.
 
Yea ... to bad it's not as good. Hopefully it will improve.
