Support for the NetBeui protocol has been officially
discontinued. It was actually discontinued in Windows
XP, though it was included on the XP CD and could be
manually installed. See the following:

I'd suggest finding updated versions of any application that uses NetBEUI.
Chances are that if the application only works on NetBEUI, then it's
probably a 16-bit (or even an 8-bit) application and cannot use the full
capabilities of a 32-bit OS like Windows 2003.
