I would like to run the NET TIME command (on a workstation with Windows XP
each time the workstation boots up)BEFORE any Services are loaded . Any
suggestions as to where I would put the NET TIME command so it takes effect
before any Services have started. Thanks.

You can't. The mechanisms involved require some of the services to even function.

I guess the obvious question is why do you think you need to do this?

I am running a program to secure the time and date on the workstation so it
cannot be changed (we use this workstation to clock in and out of work); this
program runs as a service and requires that I disable the Windows Time
service. I would like this workstation to keep the correct time by
synchronizing it to our server (which has its time updated daily over the
internet). The workstation is not connected to the internet and I don't want
it to be.

Any suggestions?

If it's a domain server the client synch at every startup. If domain server and client get too far out the domain will refuse to let the client on. I don't know if this synching requires the same components as Net Time.

But if you want to or need the Windows Time Service at boot time simple disable after boot with a task scheduler, domain script, local script, probably 100 different ways.

If the people using the machine don't have admin or the right to change the
time, they can't change it no matter what they do. I think I would go from that
angle versus trying to come up with some magical mechanism. Anyone with local
rights could probably very easily find ways to counteract anything you do,
especially if they have admin rights.
