Nothing prevents you from net sending. The issue is not whether you can net
send or not. The issue is whether the target is listening for it and whether
any router will block the udp packet.
You can't. If the messenger service isn't running on the destination
machine, no message will be displayed. That's why people disable it in
the first place.
