net send not working

everyone knows about net send command.. but for the past
week its been annoying me to death that i can't fix it.
problem: i can't start the service, when i try to start it
manually from the services.msc it gives me a warning
message saying it can't start but theres no error
message.. checked the event viewer for errors, nothing
there.. i go to the command prompt type in "net start
messenger" it says service is already started.. then i'll
type in "net stop messenger" it'll say service is not
started.. WTF?? i've been looking around but can't find
nothing on this matter.. checked the windows help.. lol
i'm getting desprate man.. i don't really need to use it
but i can't stop trying to fix it.. anyone have any
pointers or ideas let me know.. thanks..

net send is netbios based, any chance you disabled nbt (netbios over tcp/ip)
in your local network configuration?
