.NET : SDK Version 1.1 & Redistributable Package

I don't understand what is the difference in usages of installing "Microsoft .NET Framework Version 1.1 Redistributable Package" and ".NET Framework SDK Version 1.1" .

Redistributable is fine for your web server and machines where you are simply
running .NET software. The SDK is designed for developing .NET software and
has tools not included in the redist. (SDK = Software Development Kit).
