When I want to post a Question, the Net Passport Sign In Screen appears.
In the past, I don't remember having to use the Net Passport Sing In.
Is there another way to sign in?

No, you need to sign-in using .NET Passport.

In order to post in the Microsoft Web interface to newsgroups you must sign
in with a passport. Use Outlook Express instead (it's faster, too):

In OE go to Tools | Accounts | Add (or New) | News.
Set up an account for this news server:

msnews.microsoft.com

The server is free and does not require you to logon. This news server
carries over 2200 newsgroups related to Microsoft products and keeps
messages at least 30 days.

To expand a little on Carey's reply, if you use the web interface, you now must
log-on with a .Net Passport. AFAIK, you can still get a Passport by merely signing
up for a Hotmail web mail account, and then use that user name for your Passport
log-in.

However, a much better way to use these groups is through the built-in newsreader in
Outlook Express (OE). Using OE, this group is accessible through this link:
news://msnews.microsoft.com/microsoft.public.windowsxp.newusers
