.net ide and config utilities don't run

I was testing .net security and now the ide won't load a
project and the framework utilites don't run
the .net configuration manager comes up with the following
message:

Snap-in failed to intialize.
Name: .Net Framework 1.0 Configuration Manager
CLSID:{18BA7139-D98B-43C2-94DA-2604E34E175D}

Disrecard this message I got the problem fixed
.I had to restore a local config file and two config

files in the framework config directory
