Sorry about this dumb question, but I am having problems with a program that
uses .net framework. I saw on another forum where someone did a "repair"
install of .net framework. The question is how is this done or is it just a
matter of reinstalling over top of the old install? Thanks for any help.

Please help us to help you. What program? What does "I am having
problems" mean? If you get an error message, please quote it
verbatim.

No error message, just a sudden unexplained delay in the program launching.
Characteristically, it only took about 15 seconds to launch to the splash
screen, and now suddenly, it takes almost 2 minutes. I am just
trouble-shooting as I have no idea where to lay the blame. The program
involved is VEGAS a video editing program. I can't recall installing
anything prior to that happening and I have run all the adware/virus
scanners/etc. that I can find that are trustworthy and nothing seems amiss.
The only thing that I can remember doing was a defrag, but then it was a
couple of weeks before I had occasion to use the problematic program.
