Net Framework Configuration window

I use a desktop shortcut to open a Net Framework Configuration window.

1. Even tho I changed the shortcut's properties to open maximized, the
window opened is still rather small.
2. How does one adjust the window so it automatically opens with a larger
left pane showing the tree?
 
I hate this too! Though its really just a MMC snapin. If you open it in
Administrative mode you can make changes and have it saved. Add /a
parameter to the commandline of the .net config tool. Then open the .net
config tool, make your changes. When you exit it will ask you if you want to
save your changes. Those changes will persist for when you open it next
time.

You'd think that the default would have been something sensible.
