Net 1.1 install failure with Windows ME

I am trying to install Net 1.1 from Windows updates, but am receiving Error
1935. This error has to do with Microsoft Installer Service. Anyone have
any suggestions for Windows ME?

I should tell you that I have no experience with the .Net on ME.
Nevertheless, the system error whose code is 1935 has this text:

Logon Failure: The machine you are logging onto is protected by an
authentication firewall. The specified account is not allowed to
authenticate to the machine.
</quote>

Is it possible there is a real firewall issue there?
